They can be recognized by the color of the glow that the Artifact and the item have. There are three different types of Artifacts, Rune Artifacts, Soul Artifacts, and Relic Artifacts. The Enchantment Level of an item, similarly to Item Quality influences the stats of an item, such as Damage, Energy Cost of spells or its Item Power. You can also use these runes, souls, and relics to enchant your armor. You can use your runes, souls, and relics to craft power artifacts. In this video, I show you how to craft rare artifacts using the artifact foundry. Artifacts can either be found throughout the game world or created at an in-town vendor. They simply explainded in a very bad way the new system.Artifacts are crafting ingredients used to create rare or specialized equipment and weapons. The best item would be one that is both reliced and enchanced. I think the relic line of the items generally have higher item power then the non relic line, and the enhanced line has higher item power then the non enhanced line. This would allow you to get higher enhancement resources if you are having hard time finding the nodes on the map. That might be what is confusing the issue. They also introduced something called essences, which allow you to upgrade the enhancement level of the resource (metal bar, wood plank, fiber cloth). Maybe not the best example but I think it explains how you can have small cheese and large veggie - they are kind of independent. The enhancement would be akin to the size and the relic would be like the type of pizza.

You have the size of the pizza (small, medium, large) and the type of pizza (meat, cheese, veggie). But you can use enhanced resources and relics to make T6.2 Inferal, or T6.3 Infernal. These are called like "Infernal" or something. Now if you throw in a relic\rune etc when you craft the item you craft a different type of item. This would be from the fiber nodes that have sparkles around them. If you look at cloth helmets, you need regular T6 cloth to make T6 cloth helmet, and then you would need T6.2 cloth to make a T6.2 helmet. I think item enhancements are simply based on the enhancement level of the resource (metal bar, wood plank, fiber cloth) that you use.
